We have written a letter to SFS FINNISH STANDARDS, SESKO ry and the Ministry of the Environment urging them to create the necessary regulations to make Plug-in-PV legal in Finland. We are open to participate in a process with Finnish stakeholders from civil society, industry and citizens to make safe Plug-In-PV easily available for consumers. One could guess there are more households with plug in pv in Germany, then households in Finland at this point.
